Cartoon Network is available internationally, but its library may differ depending on where you live. When I checked Cartoon Network Asia (my home region), for example, I noticed that it has an extremely limited selection of free cartoons.

Disney Now is a good legal KissCartoon alternative, but most of its content is restricted to people located in the US or its territories.
It offers an impressive catalog of popular cartoons, such as Kim Possible, Phineas and Ferb, and Bluey, and the site is pretty straightforward to use. That said, I didn’t find its filtering function all that helpful — there is a special category for Marvel cartoons, Star Wars cartoons, and Mickey Mouse, but for the rest, you can only browse them based on where they’re shown, such as Disney Channel, Disney Junior, and Disney XD.
